The Richland County Auditor is not only a high-level financial professional, but also a trusted community educator and advisor on Property Taxation.
Community Impact
Real Estate Property – Educate citizens on the financial differences between Legal Residence (owner-occupied) and non-owner-occupied tax classifications.
· Legal Residence (Owner-Occupied): Assessed at a 4% ratio and exempt from school operating millage.
· Non-Owner-Occupied: Assessed at a 6% ratio and not exempt from school operating millage, often resulting in tax bills nearly three times higher than owner-occupied properties.
Homestead Exemption- Educate eligible taxpayers age 65 or older, legally blind, or permanently and totally disabled on the benefits of the Homestead Exemption:
· This exemption provides a reduction of $50,000 in the taxable value of their primary residence, resulting in a meaningful decrease in property taxes owed.
Appeals of Personal Property- The Auditor is responsible for assessing all personal property and address all appeals related to personal property assessments..
Allen is the only Candidate that have;
· Prepared and Mailed over 250,000 Tax Notices for the Entire County
· Prepared Millage rates for Richland County Council Approval
· Prepared Millage Agencies Property Tax Revenue Forecast for Council Approval
· Assist Citizens daily with the Tax billings (Real Estate, Aircraft, Watercraft, Automobiles, etc…)
· Assist Business Personal Property with annual billings
